Job Overview
The Victims Reparations Commission was established under the Victims Reparations Act, 2023, as a statutory body mandated to implement reparations for victims of gross human rights violations and abuses committed between July 1994 and January 2017, as recognized by the Truth, Reconciliation and Reparations Commission (TRRC). In accordance with Section 4 of the Act, the Commission is tasked with ensuring that reparations are victim-centered, inclusive, and responsive to the diverse harms suffered during The Gambia’s authoritarian past.
To fulfil this mandate effectively, the Commission recognizes the critical importance of providing procurement and logistics support to the secretariat. The Procurement & Logistics Officer will play a key role in operationalizing the Commission’s day-to-day procurement and logistic activities of the secretariat.
DUTIES AND RESPONSIBLITIES
- Initiate and manage all procurement processes of the Reparations Commission in line with GPPA rules.
- Submit all procurement documents to the Executive Secretary for review and approval.
- Conducting proper communication with bidders, including drafting responses to bidders’ inquiries, debriefing, addressing bidders’ complaints.
- Assisting in negotiating finalizing and monitoring contracts with winning bidders/consultants.
- Maintaining procurement filing system to ensure proper record keeping of all procurement-related documentations.
- Ensure timely receipt of the goods and consultant’s status reports, confirming acceptability of the goods delivered, and acceptability of consultants reports as reviewed, and recommending payments to the service providers as they become due.
- Provision of logistical support as needed by the Commission.
- Any other duty assigned by the Executive Secretary or Chairperson.
DURATION OF THE WORK
The duration of this contract is for 1(one) year renewable.
QUALIFICATIONS REQUIRED
Academic Qualifications
- Chartered Institute of Purchasing & Supply (CIPS) level 3 or equivalent professional qualification.
Professional experience
- Five years professional experience in procurement and operational support.
- Experience with GPPA rules.
Language and other skills
- Strong knowledge of English, including the ability to present clearly and concisely ideas and concepts in written and oral form.
- Capacity to communicate fluently with different stakeholders, and
- Computer skills: full command of Microsoft applications (word, excel, PowerPoint) and common internet applications will be required.
